Boards and Commissions Vacancies - Applications Due June 14, 2017

Would you like to play an active role in the governance of your city? Consider applying for appointment to one of the over 50 boards and commissions to which the Richmond City Council makes appointments.
In order to be considered for appointment to one of the following vacancies, please submit your application by Wednesday, June 14th, 2017, to the Office of the City Clerk.

The Office of the City Clerk is now accepting applications for the following vacancies:


Advisory Board for the Assessment of Towing Fees and the Storage of Vehicles – Applicants must be towing and recovery operators or citizens of the city.
The Advisory Board for the Assessment of Towing Fees and the Storage of Vehicles was created “to advise the city with regard to the appropriate provisions of any ordinance that may be adopted by the city regarding” towing fees and the storage of vehicles.

Advisory Board of Recreation and Parks – Applicants must reside in and be representatives from the 3rd, 6th or 8th District.
The Advisory Board of Recreation and Parks “will assist the Department of Parks, Recreation and Community Facilities in providing resources, promoting and providing quality recreational programs, natural environments and safe facilities, all of which enhance the quality of life for the citizens of the city of Richmond. Board members will serve as advocates on behalf of the citizens of the city of Richmond.”

Affordable Housing Trust Fund Oversight Board – Applicants must reside or work in the city. Additionally, applicants must be a housing counselor, a resident or a representative of a service provider assisting low-income individuals or families.
The Affordable Housing Trust Fund Oversight Board was created "for the purpose of overseeing administration of the Affordable Housing Trust Fund ... and the programs for which the fund provides."

Audit Committee – The successful applicant must either reside or work in the city and be a member of the business community.
“An audit committee is hereby established to assist the City Council in the Council’s discharge of its responsibilities for the financial management of the city, specifically in the areas under the charge of the Director of Finance which are subject to audit by the City Auditor pursuant to the provisions of Chapter 8 of the Charter.
The duties of the Audit Committee shall be the following:
  1. Reviewing significant financial information for appropriateness, reliability and timeliness;
  2. Ascertaining the existence and adequacy of accounting and internal control systems and the adequacy of safeguards for the assets of the city;
  3. Overseeing audit functions;
  4. Making recommendations to the Council concerning selection and termination of external auditors;
  5. Reviewing annual financial reports of the city and results of audit examinations;
  6. Evaluate internal control functions; 
  7. Reviewing interim financial information;
  8. Evaluating financial management systems and results of operations of the city;
  9. Monitoring and overseeing the inspector general activities undertaken by the office of the City Auditor pursuant to Section 2-231 of [the City] Code;
  10. Making periodic reports, no less frequently than once every six months, to the mayor and the Council concerning the inspector general activities undertaken by the office of the City Auditor pursuant to Section 2-231 of [the City] Code during the time since the last such report;
  11. Reviewing and approving the annual work plan of the Office of the City Auditor.”

Board of Building Code Appeals, Electrical Division – Applicants must reside or work in the city of Richmond. Applicants must meet one of the following criteria:
  1. Representative of an electrical contractor;
  2. Licensed professional engineer in private practice actively engaged in the design of electrical systems for buildings;
  3. Representative of a public electric power utility;
  4. Citizen with knowledge of electrical systems.
The Building Code Board of Appeals exists so that “persons aggrieved by the local building department’s application of the Building Code or refusal to grant a modification to the provisions of the Building Code may appeal to the local board of Building Code Appeals.”
(Virginia Code Sec. 36-105)
The divisions of the [Board of Building Code Appeals] shall also serve as the agent for qualification of candidates for certification as tradesmen in their respective fields of expertise.”

Board of Building Code Appeals, General Division – Applicants must reside or work in the city of Richmond. Applicants must meet one of the following criteria:
  1. Licensed general contractor engaged primarily in the building of commercial buildings and structures;
  2. Licensed architect or licensed engineer, who is currently engaged in the active design of buildings and structures; or
  3. Citizen with knowledge of the building construction trade.
The Building Code Board of Appeals exists so that “persons aggrieved by the local building department’s application of the Building Code or refusal to grant a modification to the provisions of the Building Code may appeal to the local board of Building Code Appeals.”

  1. Certified master plumber;
  2. Representative of a mechanical contractor;
  3. Licensed professional engineer actively engaged in the design of mechanical systems for buildings;
  4. Licensed professional engineer in private practice engaged in the design of plumbing systems for buildings;
  5. Citizen with knowledge of plumbing systems or mechanical systems or both.

Board of Fire AppealsApplicants must reside or work in the city. Additionally, applicants should be qualified by experience and training to rule on matters pertaining to building construction and fire prevention.
“The Board of Fire Appeals shall be responsible for hearing appeals arising from the application of the provisions of the Virginia Statewide Fire Prevention Code.”

Central Virginia Waste Management Authority (CVWMA) Board of Directors – Applicants must reside or work in the city of Richmond. 
The Central Virginia Waste Management Authority’s “purposes are to plan, acquire, construct, reconstruct, improve, extend, operate, contract for and maintain any garbage and refuse collection, transfer and disposal program or system including waste reduction, waste material recovery, recycling as mandated by law or otherwise, resource recovery, waste incineration, landfill operation, ash management, sludge disposal from water and wastewater treatment facilities, household hazardous waste management and disposal and similar programs or systems, within one or more of the member localities.”

Citizen Advisory Commission on Alternatives to Incarceration –Applicants must reside or work in the city of Richmond and meet one of the following criteria:
  1. Resident of a community within the city where correctional resident-based services, establishments providing alternatives to incarceration or correctional facilities are located;
  2. At-large resident of the city;
  3. Richmond Public Schools;
  4. Workforce development agency;
  5. Small minority business development organization;
  6. Technical educational institution;
  7. Higher educational institution;
  8. Law enforcement;
  9. State or local department of social services;
  10. Administrator of a community-based corrections program;\Faith-based community organization; or
  11. Business community.
The Citizen Advisory Commission on Alternatives to Incarceration “shall provide advice and recommendations to the City Council and the mayor, from the perspective of the residents of the city, concerning the factors affecting the reduction in population at the Justice Center and the external impact of the presence of the Justice Center, community-based service facilities and other establishments providing alternatives to incarceration on communities within the city and provide a report of the commission’s advice and recommendations upon the request of either the City Council or the mayor. In particular, the commission shall work with residents of communities within the city, the City Administration, administrators of the Justice Center and organizations providing community-based services or alternatives to incarceration to address how correctional facilities, community-based service facilities and other establishments providing alternatives to incarceration within communities affect property values, real estate taxes, police and fire services and public safety. The commission shall also monitor and assess performance indicators that measure long-term benefits of alternatives to incarceration and community-based service centers and programs.”

Citizens Transportation Advisory Committee – Applicants must reside or work in the city of Richmond.
“The purpose of this committee is to advise the [Metropolitan Planning Organization] on issues, plans, studies, and matters necessary and appropriate for providing viable and reasonable citizen input.”
(Bylaws of the Richmond Area Metropolitan Planning Organization, 2013) 

City Personnel Board – Applicants must reside in the city of Richmond. 
The Personnel Board shall have the power and shall be required to:
  1. Serve as a hearing panel and hear appeals of grievances filed by any employee in the classified service pursuant to procedures established by the city…
  2. Review and hold public hearings on any proposed personnel rules and forward to the City Council and the Mayor its comments and recommendations relating to any such proposed personnel rule.
  3. Investigate any or all matters relating to conditions of employment in the service of the city.
  4. Receive and investigate complaints regarding alleged discrimination based on race, color, religion, national origin, sex, age, and disability from individual employees relating to such individual’s employment with the city…”

Clean City Commission – Applicants must be eligible voters of the 4th or 6th Districts or be corporate or citizen volunteers.
The Clean City Commission shall achieve visible improvements in the manner in which the local environment is maintained with noticeable reductions in the amount of litter and illegal dumping by improving public awareness and public responsibility, providing insight on litter control and dumping ordinances, and working with agencies to reduce illegal dumping.

Community Criminal Justice Board – Applicants must meet be citizens of the city.
The Community Criminal Justice Board shall "serve as a planning and advisory body to the city for developing, monitoring, and evaluating community corrections programs that will provide the judicial system with sentencing alternatives for certain individuals who meet the eligibility criteria".
(Richmond Community Criminal Justice Board Bylaws, amended January 2011)

Economic Development Authority – Applicants must reside in the city of Richmond and be members of the banking, lending or financial services community.
The purpose of the Economic Development Authority “is to promote industry and develop trade by inducing manufacturing, industrial, government and commercial enterprise to locate in or remain in the city of Richmond, further the economic well-being of the citizens of the city, increase their commerce and promote their safety, health, welfare, convenience and prosperity. The purpose is also to achieve the objectives established by the [authority] to provide additional employment for all levels of the community, to promote economic stability and growth in the community, and to assist in meeting the city’s development objectives.”

Greater Richmond Transit Company – Applicants must reside or work in the city of Richmond.
The Greater Richmond Transit Company was organized "for the purpose of providing mass transportation service as a public service corporation."

Highway Safety Commission - Applicants must be citizens and qualified voters of the city.
"The commission shall have the responsibility for recommending to the Council plans for the formulation of a highway safety program for the city of Richmond and the responsibility of a periodic review of the operation and effect of such program."

J. Sargeant Reynolds Community College Board – Applicants must reside in the city or work in the city and be residents of the region served by the college.
"The community college board shall act in an advisory capacity to the State Board and shall perform such duties with respect to the operation of a single comprehensive community college as may be delegated to it by the State Board.”

  1. Reside or work in the city and be representatives of a business with a workforce made up of employees, the majority of whom reside in the city of Richmond; or
  2. Reside in a census tract within the city of Richmond with a poverty rate of at least 25%.
"The board shall monitor, evaluate and provide advice and recommendations to the mayor and a Human Services manager concerning the city's poverty reduction and wealth building initiatives and the city's progress towards achieving its poverty reduction objectives."

Minority Business Enterprise and Emerging Small Business Advisory Board – Applicants must reside or work in the city and be representatives of a minority business enterprise.
"The board shall provide advice and recommendations to the City Council and the Mayor on matters concerning the development of strategies, policies and operational procedures to achieve the City’s goals to expand and improve recruitment, retention and contracting in all businesses and industries for minority business enterprises and emerging small businesses in the city and provide a report of the Board’s advice and recommendations upon the request of either the City Council or the Mayor.”

Richmond Ambulance Authority (RAA)All applicants may be considered.
“The [Richmond Ambulance] Authority is created … to provide emergency ambulance service originating in the City of Richmond, non-emergency ambulance service within the Commonwealth of Virginia, mutual aid to other jurisdictions upon the request of such jurisdictions, and to conduct such other activities as may be reasonably related to doing so.”

Richmond Behavioral Health Authority (RBHA)Applicants must reside or work in the city.
The Richmond Behavioral Health Authority “enhances the quality of life for the people of Richmond by promoting and providing quality behavioral health and developmental services that are available, accessible, and cost-effective.”
(RBHA Mission Statement, Annual Report, 2012)

Richmond Public Library Board – Applicants must be qualified voters of the city of Richmond.
“The Richmond Public Library Board shall have the management and control of the public libraries of the city and shall have such powers and duties with respect thereto as are conferred or imposed on it by the Code of Virginia and by ordinance.”

Richmond Retirement System Board of Trustees – Applicants must reside or work in the city.
“The Board of Trustees of the Richmond Retirement System shall have the responsibility of the supervision of the administration of the retirement plan, the determination of eligibility for the receipt of retirement benefits, the award of retirement benefits as authorized by ordinance of the City of Richmond, and such other duties as have heretofore been exercised by the Board of Trustees of the Richmond Retirement System other than fiduciary responsibilities concerning the management, control and investment of the financial resources of the Richmond Retirement System.”

Sister Cities Commission – Applicants must reside or work in the city of Richmond.
The Sister Cities Commission “shall develop and foster a sister city affiliation and program through the auspices of Sister Cities International or other qualified organizations. The commission shall be charged with strengthening the ties between the city of Richmond and any sister city or cities and making Richmond’s many assets more widely known through sister city affiliation.”

Slave Trail Commission – Applicants must either reside or work in the city or be members of the “Hope in the Cities” organization.

Social Services Advisory Board – Applicants must reside in the city of Richmond.
“The Social Services Advisory Board shall have the powers and duties to:
  1. Interest itself in all matters pertaining to the social services of the people of the city;
  2. Monitor the formulation and implementation of social services programs in the city;
  3. Meet with the director of the Department of Social Services at least quarterly for the purpose of making recommendations on policy matters concerning the department;
  4. Make an annual report concerning the administration of the social services program to the City Council concurrently with presentation of the department’s proposed budget for any upcoming fiscal year; and
  5. Submit to the City Council, from time to time, any other report concerning social services that the advisory board deems appropriate to bring to the attention of the Council."

Urban Forestry Commission – Applicants must be residents of the city or certified arborists.
The Urban Forestry Commission shall:
  1. Advise the director of Public Works regarding rules, regulations and policies promulgated under the city’s Municipal Tree Policy and any revisions thereof.
  2. Recommend to the Council any legislation, plans, policies and programs complementary to the intent and purpose of the city’s Municipal Tree Policy.
  3. Facilitate the development and adoption of a tree maintenance and management plan for city-owned trees.
  4. Assist with public relations and education programs to increase public understanding of urban forestry issues, including programs developed by the Department of Public Works, the Tree Stewards, the Friends of Urban Forestry and civic associations.
  5. Work with interested private organizations to raise money for projects involving city-owned trees and programs developed by the Department of Public Works.
  6. Prepare and submit an annual report to the Council and make presentations on an annual basis and as requested by the Council.
  7. Ensure the continuation of the commission’s purpose by annually providing a list of qualified candidates for expiring terms, if any, for consideration by the mayor and the Council by May 30 of each year.
  8. Develop and assist with the adoption of a more comprehensive Municipal Tree Policy and present progress reports on its efforts in this regard to the Council’s Land Use, Housing and Transportation Standing Committee upon the committee’s request.
